Bledington Parish Council, Risk Assessment.

Risk Likelihood Control Measures

1. Injury on Council property – Old Burford Road Play Area.
Medium
All play equipment inspected annually by RoSPA, a report obtained and any defects found, rectified immediately. Local inspection of equipment carried out monthly by Mr B Woodward, any defects found rectified. A record kept of monthly inspections.
Where defects cannot be rectified immediately the defective equipment is to be taken out of use until such time as a satisfactory repair is carried out.

2. Injury on Council property – Village Green and associated playground equipment.
Medium
Village green playground equipment and all safety signage inspected annually by RoSPA, a report obtained and any defects found, rectified immediately. Local inspection of equipment carried out monthly by Councillor B Ball, any defects found rectified. A record kept of monthly inspections.
Where defects cannot be rectified immediately the defective equipment is to be taken out of use until such time as a satisfactory repair is carried out.

3. Injury on Council property – Falling trees. Branches, debris or other objects falling from trees.
Low
All trees on Council property identified and recorded. A maintenance plan is in place which requires a full inspection every five years by a qualified arborculturalist who will present the Parish Council with a report and schedule of remedial works. All works recommended in this schedule will be carried out by a qualified tree surgeon.

4. Injury on Council property –
Falling Gravestones in Graveyard, Cemetery or New Cemetery.

Medium

Signage displayed to warn public not to touch the gravestones.
A bi-annual inspection and “wobble test” carried out by nominated councillors, any stones found to be loose or dangerous will be cordoned off until remedial action is taken.

5. Contractors causing damage and/or injury on council property.
Medium
All contractors carefully chosen by a full council, references obtained and checked where appropriate. The Clerk will ensure that all contractors engaged by the Council are in possession of current Accident and Public Liability Insurance.

6. Fraud leading to financial loss to the Council.
Low
The Clerk to present up to date accounts quarterly to the full council.
An independent audit will be carried out annually.
All accounts only to be settled by cheque drawn upon the Councils current account, two signatures required. All accounts for payment authorised by a full Council.
All work carried out by contractors to be inspected by members of the council before the account is settled.

7. Fines or Prosecution by HMRC.
Low
The Clerk to provide documentary evidence of Quarterly and Annual returns to HMRC.

8. Personal Injury claims against the Parish Council.
Low
All control measures at 1 – 5 above.
Council to maintain full public liability, Personal accident and Employer liability insurance to indemnify against such claims.

9. Parish Council exceeds its authority, either financial or practical.
Med
The Parish Council to adhere to the agreed Financial Regulations at all times.
